Our tiny kid capes measure about 22" in length and fit comfortably around the shoulders. This size is our smallest and fits kids ages 1- 4. Also, the tie straps are long enough to tie underneath the arms and around the back so there is no risk of choking.
We recommend this size for ages 1 to 3.
